St. Kitts and Nevis Introduces a New Integrated Biometric Enrolment and Passport Process

St. Kitts Biometric Enrolment Process: 2026 Update

St. Kitts and Nevis has introduced an important improvement to its biometric passport system. Effective September 1, 2026, biometric enrolment is now integrated directly with passport production, creating a more streamlined and increasingly digital process for citizens and approved Citizenship by Investment applicants.

The change is part of the Federation’s National Biometric Enrolment and Passport Modernisation Programme. It is intended to reduce duplication, limit unnecessary physical submissions and strengthen the security and international credibility of the St. Kitts and Nevis passport.

For applicants and existing citizens, the practical result is a more connected process: the photograph, fingerprints and personal information collected during biometric enrolment can now form part of the passport application sent to the Passport Office.

What Changed on September 1, 2026?

Previously, biometric enrolment and passport production involved separate stages. Under the new integrated process, information captured during biometric enrolment is connected directly to the passport application.

An applicant’s personal information, biometric data and supporting documents are submitted digitally through the official Government platform after the required notarisation. The complete application is then transferred to the Passport Office for review and production.

This integration means that applicants should generally have fewer physical requirements and a more coordinated path from biometric enrolment to passport issuance.

The principal changes include:

  • Biometric enrolment is now directly linked to passport production.
  • Fingerprints and the facial photograph are captured during the enrolment appointment.
  • The photograph taken during biometric enrolment is used for the passport, eliminating the need for a separate physical passport photograph.
  • Supporting documents will generally be submitted digitally after notarisation rather than delivered as a separate physical package.
  • Passport production is included in the upfront Government payment processed through the official portal.
  • Passport production remains centralized in St. Kitts and Nevis.

How the New St. Kitts Biometric Passport Process Works

Although the precise steps may vary according to the applicant’s circumstances, the new process generally follows four stages.

1. Coordination Through an Authorised Agent

Citizenship by Investment applicants and programme citizens should work through a duly authorised agent. The agent assists with the Government platform, required documentation, payment and biometric appointment arrangements.

Applicants should not use an unofficial platform or an unapproved third party. Biometric enrolment must be completed through the official Government of St. Kitts and Nevis system and at an approved collection location.

2. Digital Submission of Personal Information and Documents

The applicant’s personal information and supporting documents are submitted through the official Government portal. Documents must first satisfy the applicable notarisation and certification requirements.

The move toward digital submission is expected to reduce the need to send original or physical supporting documents solely for the passport stage. Applicants should nevertheless retain their original records and follow the document instructions provided for their individual file.

3. Attendance at a Biometric Enrolment Appointment

The applicant attends an approved biometric collection centre in person. During the appointment, the applicant’s fingerprints, facial image and digital signature are captured in accordance with the applicable age-based requirements.

Appointments generally take approximately 15 to 30 minutes. Collection locations are available in St. Kitts and through designated international locations, including centres in Canada, the United Kingdom, the United Arab Emirates, Hong Kong, Singapore, Türkiye, Saudi Arabia, Nigeria, Iraq and the Washington, D.C. area. Availability may change, so applicants should confirm the current locations when booking.

4. Transfer to the Passport Office

Once biometric enrolment and the related submission requirements are complete, the information is passed to the Passport Office for review and passport production.

Passports will continue to be produced and dispatched from St. Kitts and Nevis. They cannot be collected from biometric enrolment centres, High Commissions or Embassies simply because the applicant completed enrolment there.

No Separate Passport Photograph Required

One of the most convenient changes is the removal of the separate physical passport photograph requirement for the integrated process. The facial photograph captured during the biometric appointment is used for passport production.

This reduces the risk of delays caused by photographs that do not meet technical requirements and ensures that the image is captured under controlled conditions. It also removes a repetitive step for applicants completing the biometric passport upgrade.

How Long Will Passport Production Take?

During the initial implementation period, applicants should expect passport production to take approximately four to six weeks. The period is calculated from the later of:

  • September 1, 2026; or
  • the date on which the applicant completed biometric enrolment.

The Government has explained that this initial timeframe reflects the expected volume of passports during the transition. Applicants with upcoming international travel should therefore begin the process early and avoid booking travel on the assumption that a passport will be produced sooner.

Delivery time is separate from the production period and may vary by destination. Government application fees do not include courier, delivery or professional agent fees.

Who Must Complete Biometric Enrolment?

Biometric enrolment applies to new applicants under the St. Kitts and Nevis Citizenship by Investment Programme and to existing citizens who obtained citizenship through the Programme.

New applicants can generally proceed with biometric enrolment once their citizenship application has reached the Approval in Principle stage. Existing Citizenship Programme citizens, including dependants and children, are required to complete enrolment in accordance with age-appropriate international standards by July 31, 2027.

Passports issued through the Citizenship Programme before the biometric programme launch remain valid for international travel during the transition period. After July 31, 2027, only biometric-enabled passports will be accepted for travel under the Government’s announced framework.

The biometric initiative concerns passport security and modernisation. It does not remove or alter a person’s underlying citizenship status.

Why the Biometric Upgrade Matters

The new St. Kitts and Nevis biometric passport process is more than an administrative change. Modern biometric travel documents support stronger identity verification, reduce the risk of document fraud and help immigration authorities confirm the identity of a passport holder more efficiently.

For the Citizenship by Investment Programme, the upgrade also demonstrates continued investment in security, compliance and responsible programme governance. These measures are increasingly important as governments and international partners place greater emphasis on reliable identity systems and secure travel documents.

By linking biometric enrolment directly with passport production, St. Kitts and Nevis is creating a more efficient applicant experience while strengthening the integrity of its passport.
